AzerTelecom and Telecom Armenia Sign Transit Agreement

On June 22, AzerTelecom and Telecom Armenia signed agreements on the routing of international Internet traffic. The agreement is seen as another practical step toward normalizing relations between Azerbaijan and Armenia, while also strengthening the regional telecommunications infrastructure.
Under the agreements, AzerTelecom will expand its international Internet transit services and, in the future, route data traffic to Armenia via its own infrastructure. In return, Telecom Armenia will transmit Internet traffic to Azerbaijan via its network.
For Armenia, the agreement opens up an additional international connection route. Until now, the country has relied primarily on transit connections via Georgia, Iran, and Russia for its connection to the global Internet. The new route is intended to increase network stability, reduce dependence on individual corridors, and improve the resilience of international telecommunications connections.
AzerTelecom was founded in 2008 and is one of the leading operators of international Internet traffic in Azerbaijan. Telecom Armenia, which operates under the Team Telecom Armenia brand, is considered Armenia’s oldest telecommunications provider and offers mobile, landline, broadband, television, and telephone services.
A Sign of Rapprochement Between the Two Countries
The agreement comes at a time of gradual normalization of relations between Azerbaijan and Armenia. Following the Second Karabakh War in 2020 and the Azerbaijani military operation in 2023, both countries have intensified their diplomatic contacts.
On August 8, 2025, representatives of both countries initialed a peace treaty in Washington in which they recognized each other’s territorial integrity and renounced mutual claims. In addition, cross-border freight traffic between the two countries has already resumed.
The cooperation in the telecommunications sector that has now been agreed upon is seen as a further step toward building trust and could contribute to stronger economic and digital connectivity in the South Caucasus in the long term.
