Armenia is funding an AI center

Armenia is moving forward with what is arguably its most ambitious technology project to date. The country has secured a syndicated loan of $300 million to build an AI data center—a move that goes far beyond simply financing a single company.
Firebird AI is behind the project. The company aims to build a high-performance data center in Armenia for applications related to artificial intelligence. The first phase of the project has a budget of around $450 million, a large portion of which is now being financed by a banking consortium. Much more is planned for the long term: in a second phase, the total project could grow to as much as $4 billion.
More than a technology project
For the Armenian government, the deal is not just a financing component but a statement on industrial policy. The Ministry of High-Tech speaks of a turning point for the domestic financial market: for the first time in Armenia, a syndicated loan structure is being used to fund a technology project of this magnitude.
Minister Mkhitar Hayrapetyan placed the project in a broader context. It is not just about Firebird AI, but about building a technology-driven ecosystem—with more research, more innovation, and a stronger industrial base.
Armenia is banking on AI as a growth model
The project is also closely linked to Armenia’s international technology diplomacy. The government points to cooperation agreements signed in 2025 with the United States in the fields of semiconductors and artificial intelligence. Now, these political declarations of intent are to be transformed into a concrete infrastructure project.
This is precisely where the real significance of the funding lies: Armenia is attempting to reposition itself as a small but ambitious technology hub—not through size, but through specialization. The AI data center would serve as a visible symbol of this.
